Go to the Japan store, download the game that has the two cats as the icon, Mainichi Issho it's translated name is something like everyday together... shrug
Once in game hit X, you can now go down to the icon at the bottom that looks like two heads, and hit X again, now go to the bottom menu item and hit X again and you can bring up your friends menu in the XMB, from here you can send and receive messages.
Also in game hit x, now choose the bag icon, now the TV icon, and now I think the top item lets you play your music off your Hard Drive in game.
There is also access to the web browser for the games online manual and it uses RSS feeds to make the cats tell you the news.
In the options menu (the spanner) the last item lets you enable rumble too.
Translations would be good.
I think Sony are using this as a test bed for new PS3 in game features, so it's worth the 120MB download and then the next patch it downloads.
